Warning: PayPal Fraud
We have recently seen a dramatic increase in the number of fraudulent PayPal payments coming across our system.

We want to emphasize the importance of a few things:
  • LiveJournal never charges any PayPal accounts without specific authorization. We, in fact, cannot initiate any charges ourselves: PayPal notifies us of payments after they have been made. We take our obligations as a reputable and responsible Internet company very seriously, and we are in no way contributing to this theft. The proper authorities have been contacted, and we will work with them when required to help find the person or people causing this abuse.
  • PayPal users should change their PayPal passwords immediately and not give them out to anyone. We believe that this rash of fraud may be related to this incident of last month, but we cannot confirm this. A number of these identify theft cases have sprung up recently, and it's important for users to keep their passwords secure. We have no reason to believe that any LiveJournal accounts have been compromised at all.
  • Any LiveJournal posts or emails offering "free" paid accounts are probably connected to this fraud, and should be immediately brought to the attention of abuse@livejournal.com and then ignored completely.
  • Buying a LiveJournal account doesn't make you any more or less likely to be a victim of this. Several fraud victims have been LiveJournal users, but most are not.

We sincerely apologize to any PayPal account holders who may be affected by this, but also again stress that LiveJournal is not responsible for this abuse, and we are doing everything possible to prevent it.

This is another reason why I want the Pay By Phone option back - don't have to worry about PayPal fraud or credit problems.

The 900# industry isn't much better, unfortunately.

It's almost impossible to get a 1-900 number on the West Coast due to regulatory issues, and many of the resellers (such as the one we used to work with) are geared towards adult websites and charge exorbinant fees.

It could also be related to the Bugbear worm. Symantec just increased its severity rating.

Futhermore, LiveJournal can't even charge PayPal accounts without the user submitting an order through the PayPal site, right? As far as I know, there's no way LiveJournal could charge an account without explicit authorization even if they wanted to.

What if those users who have cleared payments were to forward LJ the Paypal confirmation page? I keep all that stuff in my files at Paypal - perhaps something like the Transaction ID# from the Web Accept Payment System?

The whole PayPal system is automated, and with the transaction volume we do, it wouldn't be possible for us to screen each individual transaction in that manner.

Paypal had the same issue. [info]fabusplody received an email supposedly from Paypal directing her to this Paypal "verification" site that asks for all your credit cards, passwords, pin numbers... It amazes me that someone would give out that info. But someone must.

Its easier to say that when it doesnt happen to you. The email looked legitimate and it wasnt like I gave them the password thinking that that was happening. It looked like it was from PayPal so please refrain from blaming the victims when you should be blaming the predators.

I had gotten something in the email about my paypal account. it said that i had not used it often enough and i had to fill out the screen for it to remain active. It asked for my user name, password, bank acct #, etc. would this be part of it?

after having nothing but troubles with paypal, i've sworn against it. I remember seeing support for other payment services (amazon, yahoo, etc) in the "coming soon" todo list somewhere (i think it was the development journal's list). Is this fated to be like other such "Real Soon Now" promises (Duke Nukem Forever, you know... all the other jokes that go along with it) or is it actually coming along?

I dont know if anyone else has been victimized but someone stole over $2000 from my bank account via PAYPAL with my EBAY posting. Im rectifying it right now but the email that started it was an email from what looked like it was from PAYPAL when in fact it wasnt. It acked me to verify my account or else it would be suspened and at the time my PAYPAL account was not verified. I am presently sending bills to PAYPAL, EBAY, HOTMAIL, AOL, and to BTINTERNET.COM for their part in this fraud. Im not sure why Live Journal is claiming that they are not responsible because if this has happened to Live Journal users then yes... they have taken part in this fraud without notifying people when they could have.

As the articlt at CNN.net explains:

"Vexing the issue further is the fact that eBay is sending out its own share of legitimate appeals, urging some people whose accounts have been tampered with to change their passwords. Even savvy users have a hard time telling the difference between scam spam and the real deal."

After this experience I am closing my Ebay and PayPal accounts and NEVER doing business with them again.

answering why I don't use paypal for anything, nomatter what, and why I advise against it to everyone I know... I prefer billpoint, by Western Union, or simply mailing a postal money order (THE safest method, since fraudulent use of a postal money order is a FEDERAL crime [it's considered mail fraud, as well as tampering with the mail])

if it doesn't start with https://(www.)paypal.com , then don't do it.

On Dec 20th, I went, through LJ and paypal, and paid for 2 months ($5). It took a few days for it to go through, and now it says it's confirmed, but I'm still considered a free user. I don't know if this is something that has to be changed manually, in which case, I understand the lag (holidays and all). If it's automatic, however, I'm a bit worried that this fraud thing may apply, and I'm out $5.
My paypal account says that the payment went through to livejournal.com, though, so maybe there was a snag somewhere? Should I try again?

if you were already a free user, and you paid for a membership, i think (from my own experience) that it is in order to creat a completely new livejournal identity. i'm sure there is a way to "upgrade" an existing free user account to a paid account, but i dont think it does it automatically.

Here are some notes associated with this payment:

in this same email i received a transaction number and who it was from: "anonymous user."
but no links or things asking for credit card info.

at first i thought it was a gift, but now i just don't know.

I got one of these a few months back...the weird thing was that I was actually given paiduser status so I had figured it was some sort of glitch in the system. I had, the day before receiving this mail, put up one of those ghastly "folks, i'd really appreciate it if someone could drop a paid user account on me since i am broke at the moment" schpiels on my journal, and figured someone was just being an anonymous friend. I thought maybe it was the guy who's been sort of semi-stalking me this year so did not pay any further attention to it. So weird.
